Home Buying Assistance for Paramedics and Emergency Workers

Waivers, rostered overtime and income evidence for paramedics, firefighters and police buying a home.
Emergency work is recognised in specific, useful ways
Paramedics, ambulance officers, firefighters and police appear in two different kinds of arrangement, and confusing them is common. One is a lender's occupation-based LMI waiver. The other is how a lender treats overtime and allowances when calculating what you can borrow. They are separate, and a lender may offer one without the other.
LMI waivers that name emergency workers
- People First Bank publishes an LMI waiver of up to 90% LVR on loans up to $1.2 million for registered nurses, fully qualified paramedics and sworn state or federal police officers, subject to income and lending conditions.
- Bank First publishes a waiver of up to 90% LVR for eligible healthcare and education first home buyer owner-occupiers, excluding off-the-plan, construction and refinance loans.
- Westpac's published waiver list names health and allied health professions. Front-line ambulance officers and paramedics appear on its separate list of occupations for which 100% of overtime and allowances can be assessed as income, rather than on the waiver list itself. Verify which applies to your role before assuming.
A waiver removes Lenders Mortgage Insurance. It does not reduce the purchase price or pay your deposit. Each lender sets its own income test, LVR cap and exclusions, and the lists change. Understanding government home buyer assistance sets out the current published terms.
Rostered overtime is often the difference
Emergency services pay is built on a modest base with substantial loadings, penalties and rostered overtime. Some lenders assess a proportion of that additional income; others assess all of it for eligible occupations. The gap can be tens of thousands of dollars in borrowing capacity.
To make the most of it, collect:
- 12 months of payslips showing base, loadings and overtime as separate lines
- a current roster and, if possible, the previous roster
- a letter from your employer confirming your employment basis, ordinary earnings and that overtime is a rostered requirement rather than occasional
- your payment summary or notice of assessment for the most recent year
If you have recently changed from a casual to a permanent role, or moved services, expect a longer record to be required.
Government support, which is not occupation-based
- 5 percent Deposit Scheme. Eligible first home buyers can buy with a 5% deposit, eligible single parents or legal guardians with 2%, without LMI. Property price caps apply by location and applications go through participating lenders.
- Help to Buy. Shared equity with published taxable-income limits of $103,000 for individuals and $165,000 for joint applicants or single parents, subject to property caps and occupancy conditions. Overtime can push an individual over the limit, so check how the scheme counts income.
- State duty concessions. These depend on where you buy: Queensland gives a full concession up to $700,000, New South Wales exempts up to $800,000, Victoria exempts up to $600,000.
Where you live matters more than usual
Emergency workers are often required to live within a response time of a station or base. That constraint should come before price: a home that saves you $40,000 but puts you outside the required radius is not a saving. Check the residency or response requirement with your service, then look at what is available inside it.
Also consider how a roster affects a household. Night shifts, on-call weeks and overtime blocks all change when maintenance, inspections and family logistics can happen. Preparing to buy when your work involves shifts or contracts covers the practical side.
